The Malaysia Agreement 1963 (MA63) represents the constitutional and legal foundation governing the relationship between Sabah, Sarawak, and the Federation of Malaysia. Over time, the interpretation and implementation of MA63 have become increasingly complex due to numerous legal amendments, parliamentary debates, court rulings, and policy negotiations. Despite its national significance, the legal and policy knowledge surrounding MA63 remains fragmented across multiple sources, including constitutional documents, historical agreements, legal cases, government archives, and academic literature. This fragmentation makes it difficult for policymakers, researchers, legal practitioners, and the public to obtain a comprehensive understanding of MA63-related issues.
Currently, there is no integrated digital system capable of intelligently organizing, analyzing, and navigating MA63-related legal knowledge. Existing legal databases primarily rely on keyword-based searches and lack contextual interpretation, cross-referencing capabilities, and intelligent explanations that can support policy development or public understanding. Furthermore, the increasing importance of MA63 in discussions about state rights, governance, fiscal autonomy, and federal–state relations involving Sabah and Sarawak highlights the urgent need for an accessible and reliable knowledge platform.
To address this gap, the proposed project introduces MA63-iLENS (Malaysia Agreement 1963 – Intelligent Legal Expert Navigation System), an AI-powered legal knowledge platform designed to organize and synthesize MA63-related legal and policy information. The aim of MA63-iLENS is to develop an intelligent system that enables efficient access, interpretation, and navigation of legal documents and historical records related to MA63 using advanced Artificial Intelligence technologies, including Large Language Models (LLMs) and legal knowledge integration techniques.
The objectives of the project are to:
Collect, digitize, and organize MA63-related legal and policy documents, including constitutional provisions, historical agreements, parliamentary debates, and legal rulings.
Develop an AI-driven knowledge system capable of analyzing and summarizing complex legal texts related to MA63.
Create an intelligent legal navigation platform that allows users to explore relationships between legal provisions, historical contexts, and policy discussions.
Provide question-answering and legal explanation capabilities to assist policymakers, researchers, and the public in understanding MA63-related matters.
Evaluate the system's effectiveness in improving legal knowledge accessibility, research efficiency, and policy analysis.

It will empower policymakers and legal practitioners with faster access to relevant legal insights while enabling researchers and the public to engage more effectively with constitutional matters. Ultimately, the project contributes to strengthening governance, promoting informed public discourse, and supporting equitable federal–state relations in Malaysia, particularly for the communities of Sabah and Sarawak.
This initiative is a joint collaboration between MAICOE (Malaysian Artificial Intelligence and Centre of Excellence) and Allyssa Accreditation Sdn. Bhd., aiming to enhance understanding of MA63 and support informed governance involving Sabah and Sarawak.

Function 1: Intelligent Legal Search: Users can search MA63-related legal documents using natural language queries rather than complex legal keywords. The system will return relevant legal clauses, documents, and summaries. Example: “What rights were granted to Sabah under MA63?”, or “Explain the Intergovernmental Committee Report provisions.”
Function 2: AI Legal Explanation Engine
The system provides simplified explanations of complex legal provisions related to MA63. This helps non-legal users understand legal concepts easily. Example: Explain constitutional clauses affecting Sabah and Sarawak, or, Provide summaries of legal amendments related to MA63.
Function 3: Document Knowledge Repository.
Users can browse and retrieve documents from one unified platform. A centralized digital repository containing Malaysia Agreement 1963, Intergovernmental Committee (IGC) Report, Federal Constitution provisions, Parliamentary debates, Legal cases related to MA63 and Policy papers and government reports
Function 4: Legal Relationship Mapping
This knowledge graph helps users understand how different legal elements of MA63 are related. The system visually shows connections between Legal clauses, Historical agreements, Court rulings and Policy discussions

Users can ask questions directly to the system. The system generates evidence-based answers with document references. Example: “What is the significance of Article 112C?” and “How does MA63 affect Sabah’s revenue rights?”
